Paraguay ordinary permanent residence
Ordinary permanent residence is a change from the qualifying temporary route, with the personal documents and solvency required by DNM. Ownership alone is not a universal financial test.

General checklist
- Prepare a valid passport or an accepted national identity document for your nationality and route. A residence application is different from any entry visa that your nationality may require; document lawful entry and current immigration status. [DNM / MIC]
- Gather the birth certificate and marriage, divorce or death certificates where relevant. Match names and dates across your identity, civil records and application; use the exact original/copy format required by DNM. [DNM / MIC]
- Check the applicable police/judicial background certificates from abroad and Paraguay, including Interpol and local records where the official route requires them. Age, country of previous residence and document validity periods affect the checklist. [DNM / MIC]
- Arrange the declarations of address, intended profession/activity and compliance with Paraguayan law required by your route. Local certificates and appointments must be obtained through the competent authority; an application receipt is not the final permit. [DNM / MIC]
Category-specific evidence
- Provide the qualifying temporary residence card and the identity/immigration records specified by the permanent-residence checklist. Confirm the applicable change-of-category filing window before temporary status expires. [DNM / MIC]
- Choose your documented solvency category under Resolution 407/2026: the announcement describes 12 evidence classes, including employment, professionals, self-employment, remote workers, property owners, shareholders, agriculture, pensioners and dependants/students. [DNM / MIC]
- For property-owner solvency, provide the registered property title. DNM’s checklist uses the wording “con registro previo en los últimos dos (2) años”; confirm its application rather than assuming a two-year holding period. DNM may request additional evidence of property-generated income. Ownership alone does not guarantee residence approval. [DNM / MIC]
- Update civil and background records as required. Direct-permanent exceptions must be grounded in the specific official route, such as certified SUACE investors or legally eligible relatives of Paraguayan nationals; do not extend an exception to everyone. [DNM / MIC]
- Ordinary change opens three months before temporary-card expiry. The official page permits filing up to one month after expiry with the applicable fine; after that it describes only temporary extension up to six months after expiry with a fine. Do not rely on lateness: permanent status is indefinite, but its residence card renews every ten years. [DNM / MIC]
- The dependant solvency category covers supported spouses, parents/grandparents and persons with qualifying disabilities under specific conditions. Supply relationship evidence and the supporter’s Paraguayan identity or residence document; disability cases also need the prescribed certificate. Adult students must prove regular study and academic continuity plus own income or documented family support, including actual transfers/remittances. These are solvency categories, not automatic family-residence grants. [DNM / MIC]
Dependants and foreign documents
- Each family member needs the route-specific application and identity/civil evidence. Do not assume that the principal’s permit or investment automatically grants residence to a spouse or child; prove the relationship and support where required. [DNM / MIC]
- For children and adolescents, confirm birth, parental identity, custody, presence or authorization of absent parents and any guardianship order. Background-record exemptions and parental declarations depend on age and the official route. [DNM / MIC]
- Foreign documents must be apostilled or legalized through the applicable chain. Documents not in Spanish require the official translation accepted by DNM, subject to the express route-specific exceptions; confirm copy certification and current validity before filing. [DNM / MIC]
- Ordinary temporary and category-change lists request originals plus one authenticated copy; SUACE normally requests two authenticated copies except entry evidence, which needs one. Confirm each item rather than using a single copy rule across routes. Some background checks apply from age 14 with adolescent exceptions. [DNM / MIC][DNM / MIC][DNM / MIC]
Five application steps
- Choose the legal route with DNM. Confirm nationality, prior residence and any MIC investor certification before purchasing assets or relying on an exception. [DNM / MIC]
- Obtain foreign civil/background documents, legalization and translations, then arrange the local records and route-specific financial evidence. [DNM / MIC]
- For investor routes, obtain the applicable MIC/SUACE or Investor Pass assessment and certification. For other routes, prepare the DNM application and required declarations; verify the current submission channel. [DNM / MIC]
- Present the complete file, pay the official current charge and keep receipts. Respond to additional requests; verify that pending status covers your stay and activities rather than assuming approval. [DNM / MIC]
- If approved, collect and check the permit. Complete applicable resident identity-card procedures, keep evidence current and calendar renewal or permanent-transition deadlines. [DNM / MIC]
Costs, funds and 2026 changes
Confirm current DNM and any MIC certification charges directly; no legal-service price is quoted. Translation, legalization, certificates and investment capital are separate. Submit prescribed evidence of lawful resources for your category and additional documents requested by DNM; purchase or bank balance alone guarantees no approval. Residence, taxation and naturalization are separate; no processing time or passport is guaranteed. [DNM / MIC]
DNM announced Resolution 407/2026 effective 6 July 2026. It updates solvency documentation, not an arbitrary investment price. Investor Pass is the April 2026 expansion of MIC investor-certification options supported through SUACE. The existing DNM SUACE checklist does not define every Investor Pass implementation requirement. Confirm the applicable MIC certificate and DNM procedure; do not apply announced capital amounts indiscriminately to all SUACE applications. [DNM / MIC]
