F4 temporary investor residency in El Salvador
The F4 category is the DGME route for foreigners who bring capital into El Salvador. It rests on documented foreign investment registered with the Ministry of Economy, not on a property purchase or a bank deposit alone.
Below we separate what every applicant files, what the investor category adds under Article 162 of the Regulation, and what applies only in some cases.

Official DGME form F4
The Dirección General de Migración y Extranjería (DGME) publishes form F4 with the complete and latest list of requirements, timelines and fees. This page is an informational summary and never replaces the official form.

Suitable for investors who have registered, or will register, foreign capital in a Salvadoran activity, either directly or through a company. Whether a specific investment qualifies is decided by the authority; not every purchase, such as a private home, is treated as qualifying investment.
General requirements for every temporary residence
Article 161 of the Regulation to the Migration and Foreigners Law sets the common file for all temporary residence applications. The category-specific documents below are added to it.
- Application signed by the foreign applicant or a legal representative; if not signed in person before the authority, the signature must be notarised. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Copy of every used page of the valid passport, with the original presented for verification. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Original criminal record or police clearance from the country of origin or from the country where you lived during the last two years. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Salvadoran police (PNC) clearance where it applies: if you have been physically in El Salvador for more than three months or entered more than twice in the past year. The authority may check it electronically. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- An employment support letter or certified employment contract only where your residence basis allows you to work. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
Category-specific requirements (F4)
- Certified copy of the registration of foreign capital with the National Investment Office (ONI) of the Ministry of Economy. [Regulation art. 162 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Where the investment is held through a company, a certified copy of that company's registration in the commercial registry. [Regulation art. 162 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
Conditional requirements
- Check the investment level the procedure references: the government eRegulations page links the investor residence to a threshold of 4,000 monthly minimum wages for the commerce and services sector where applicable (Investment Law art. 11). We do not convert this into a fixed USD figure because minimum wages change; confirm the current amount with the DGME. [Investment Law art. 11 — eRegulations El Salvador]
- If you will also work in the business, any employment support documents allowed by your residence basis. [Regulation art. 161 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
Rules for foreign documents
- Documents issued abroad must be apostilled or legalised and, where not in Spanish, officially translated into Spanish. [Regulation arts. 149–150 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Documents without their own expiry date are generally accepted for up to one year from issue; employment letters for 30 days. [Regulation art. 151 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
- Government fees are non-refundable and paying them does not guarantee approval. [Regulation art. 152 — Regulation to the Migration and Foreigners Law (updated with D.L. 35 of 24 May 2019)]
2026 update: minimum stay of 90 days per year
Legislative Decree No. 531, dated 17 March 2026 and published on 23 March 2026, amends Article 119 of the Special Migration and Foreigners Law. As drafted, temporary residents must generally spend at least 90 calendar days per year in El Salvador, counted continuously or in total, with an exception for force majeure or fortuitous events accepted by the authority.
This is the statutory text; how the DGME applies and verifies it in renewals may evolve. Plan your travel calendar around it and confirm the current practice before filing or renewing.

How the application works
- Identify the correct residence category for your situation; an entry visa is not the same as residence.
- Download the official F form for that category and read its complete, current requirements, timelines and fees.
- Gather the general and category-specific documents, with apostilles and Spanish translations.
- Lodge the application with the DGME and pay the government fees.
- The authority reviews documents and background; it may request more information.
- Only if approved is the temporary residence card issued. Renewal conditions vary by category and must be met each time.

Frequently asked questions
- Does buying a house in El Salvador give me F4 residency?
- Not automatically. F4 is based on registered foreign investment in an economic activity. A private home purchase is generally not assessed the same way; confirm with the DGME before relying on it.
- What is the exact minimum investment?
- The procedure references 4,000 monthly minimum wages for commerce and services where applicable. Because the minimum wage is revised, we do not quote a fixed dollar amount; the current figure must be confirmed with the authority.
- Is F4 approval guaranteed if I register my capital?
- No. Registration is a required document, but the DGME reviews the whole file and background, and fees are non-refundable.
